High school

Where high school NIL stands in Oregon.

Oregon allowed high school NIL in 2022, when the OSAA changed its bylaws alongside Washington, Oklahoma, and several other states. Athletes may be compensated for their name, image, and likeness as long as the activity stays separate from the school and the OSAA.

The standard conditions apply: no school or OSAA names, logos, or uniforms, no compensation tied to performance, no enrollment inducements, and no involvement by the school.

Effective: 2022.

Representation

Agents and advisors

The OSAA rules do not bar NIL representation. Oregon regulates athlete agents under its Revised Uniform Athlete Agents Act, and its college NIL law bars representation by anyone who represented an Oregon institution in the prior four years. MSG works with Oregon high school athletes on NIL and brand within the OSAA rules.

Penalties

Violations of the amateur status rules cost eligibility under OSAA rules.

College

College NIL in Oregon.

Oregon's college NIL law was signed June 30, 2021 and has been amended twice, in 2022 and 2024. It protects athletes' right to NIL compensation at Oregon, Oregon State, Portland State, and other schools, with anti-restriction and anti-retaliation provisions and scholarship protection.

The distinctive piece is agent regulation. The law integrates with Oregon's Revised Uniform Athlete Agents Act: agents must register, and an athlete may not be represented by anyone who represented an Oregon educational institution in the preceding four years. Since July 2025, opted-in Oregon schools may pay athletes directly under the House settlement.

Effective: SB 5 signed June 30, 2021. SB 1505 effective July 1, 2022. HB 4119 effective March 6, 2024.

Oregon law: key points

  • ✓NIL compensation permitted since June 30, 2021; amended 2022 and 2024
  • ✓Agents must register under Oregon's Revised Uniform Athlete Agents Act
  • ✓No representation by anyone who represented an Oregon institution in the prior four years
  • ✓Anti-restriction, anti-retaliation, and scholarship protections
  • ✓Direct school payments permitted under the House settlement for opted-in schools

National framework (House settlement)

Since July 1, 2025, college NIL runs on two tracks. Third-party deals with brands and businesses remain open, and the House v. NCAA settlement now lets Division I schools that opted in pay athletes directly, capped at roughly $20.5 million per school in the first year and rising annually. State law sits on top of that framework and can add rules, but cannot take the federal settlement terms away.

  • →Third-party NIL deals of $600 or more must be reported through the NIL Go clearinghouse, generally within five business days, and are reviewed for fair market value
  • →Direct payments from a school count against that school's revenue-sharing cap; third-party deals do not
  • →The College Sports Commission handles enforcement tied to settlement rules; the NCAA still governs eligibility
  • →Every school also has its own NIL policy on disclosure, prohibited categories, and use of school marks, and it applies alongside state law
  • →Federal NIL legislation has been proposed repeatedly and remains unresolved

Major Sports Group

What this means for a Oregon athlete.

Portland is a top-25 media market and Oregon's brand and apparel industry makes it unusual: several of the biggest athletic brands in the world are headquartered here, and they know high school NIL.

MSG keeps Oregon deals unaffiliated with the school and checks the agent rules closely, since Oregon's college law has an unusual four-year lookback for representation.
